I am interested in opening a T-Mobile Money account and you need to register for perks.

The website provided only takes you to sign up for the T-Mobile Money Account. But in order to receive the 4% APY, you have to register for perks with a T-Mobile ID, and I do not see a place in the T-Mobile ID system to sign up for perks.

If you are signing up with your ID isn't that show you qualify for it since your ID is tied to your rate plan?

It says when signing up. I am guess it will check if you qualify or not as I have yet to sign up for any "perks" and I have gotten certain perks just by entering my T-Mobile ID.
