Hello, I'm having this same issue as well. Except when I try to choose charge to my T-Mobile account, it says, "not eligible". I used to be able to charge Google Play Store subscriptions to my account but suddenly I am no longer able to and without explanation.

Hello, I bought a wrong item for $79 on Google Play then I refunded it. However, I can’t buy anymore items. Are there anyway to change it?
Same here then I deleted T-Mobile as an option so I could re add it and try again and now apparently I'm on here bc it's not showing T-Mobile as an option anymore so be careful not to do that unless you know how to add it back
