Can I have T Mobile reactivate this phone as another line as use it as a Hotspot for my laptop on travel?

I have a plan with them. I just want to know if I can add the phone to my plan and use it as a hot spot? If I can what are the gb limits and speed limits.
There site is vague and people at the store just dont know. I know they will throttle you down eventually and no hot spot is unlimited.
out of curiosity why not use your current phone as the hot spot instead of using yet another device with an additional line for itself?
