When trying to set up for a Google Voice phone number, the message received is, “The number can’t be used to sign up for a Google Voice Number. Try verifying with another number.”

Prepaid numbers have no information about the owner tied to them so they can't be used for so.e 2FA services and to sign up for certain services, like Google Voice.

Some states have regulations on numbers allowed based on various factors…
For example Hawaii. IN order to give out 808 numbers you communications business must have a physical address in Hawaii and must be available to Hawaii residents. So Google CAN’T distribute Hawaii 808 numbers using Google Voice as Google doesn’t have a physical address office and business here.
