How can one turn on MAC address filtering on the gateway/router, to increase security and have access control beyond the network password?
This should be built into EVERY WiFi router!

You just can’t. Best way is to use a Wifi Accesspoint (or a previous Wifi Router in AP mode) and use its interface to accomplish what you’d like to, granted that AP has that capability.
That isn’t an answer as it leaves the router vulnerable. I expect T-Mobile to fix this in a software update for the router. This is a basic security measure. One should always use a router behind the WAN gateway, and/or a firewall.
T-Mobile vowed, after multiple breaches, to beef up security Should start with their equipment.
