Contact Apple since it's in their app store, Tmobile has nothing to do with 3rd party apps.

Did you read the requirements? You need to be a Tmobile USA customer and meet the requirements in the article. Are you a Tmobile customer? If not there's nothing Tmobile can do for you.
Is it a prepaid Magenta plan?
What plan are you on and do you have any EIP’s tied to the plan?
If the number is still active on your friends line you need to do a change of responsibility. Once the line is in your ownership you can choose the plan.
Tmobile uses Magenta for everything, I'm sure I saw Magenta at one time when checking out prepaid plans.
On that I'm not sure. Do you have a Tmobile carrier branded phone or do you have access to that number? If so you can call the international number for free.
Have you tried signing into your Mytmobile account and check your old bills.

I had to change my password and now I'm signed up.
In the terms and conditions there's a clause stating that Tmobile isn't available for long term international roaming. 90 days sounds about right.
